What is the Smart Africa Alliance?

Headquartered in Kigali, Rwanda, Smart Africa is a bold commitment by African Heads of State to accelerate sustainable socioeconomic development through Information and Communication Technologies (ICTs). Their goal is to transform Africa into a single digital market by harmonizing policies and fostering cross-border innovation.

Scope of Work

The selected consultancy firm will play a pivotal role in strengthening the continent's regulatory environment. Key responsibilities include:

  1. Country-Level Assessment: Analyze the digital entrepreneurship and innovation regulatory frameworks in eight specific African countries.

  2. Gap Analysis: Identify legal barriers, policy gaps, and institutional bottlenecks hindering startup growth.

  3. Pathway Design: Develop practical, context-specific support pathways to empower digital startups, innovation hubs, and accelerators.

  4. Stakeholder Mapping: Engage with government agencies, private sector actors, and development partners.

  5. Policy Recommendations: Produce high-quality reports that benchmarking national frameworks against international best practices.

The ultimate goal? To create an enabling environment for entrepreneurs—particularly youth and women—to build and scale digital businesses.
